Tip #428: Capitalizing Headings: In titles of literary and artistic words and in displayed headings, capitalize all words with four or more letters. Also capitalize words with fewer than four letters except:
NOTE: Capitalize short words like in, out, off, and up in titles when they serve as adverbs. For example: “Microsoft Chalks Up Record Earnings for the Year” |

The word is not as far removed from its original definition as your example suggests to me. Decimation was the killing of 10% of the legion, chosen by lot, as punishment. While we no longer limit the term to just that massive destruction, the sense seems to me to have survived, while losing a great deal of precision.
